First I wish to tell you that I have tried to contact you before about leading a BMW - Russian automotive venture to build the kind of cars that America needs, help your economy and my personal economy and reduce tensions due to your association with Germany, a NATO member.
Your people at embassy@russianembassy.org are irresponsible in not even acknowledging receipt of my email.
They INSULTED and ENRAGED me for I do not like to have my rhetoric flushed down the toilet.
However this is not a reason to be angry with you for I understand and respect you as a man.
I do not have the position or authority to make promises or sign a treaty but there is NO REASON for either Nation to launch a preemptive strike.
However it is solely due to the paranoia that I have conceive a "Doom's Day" device just in case you do attack even with a nuclear impulse which would result in more miserable slow starvation.
The rest of the World with no say in our relations need not worry about extreme increase in radiation for the so called Doom's Day device need not be large.
Why?
I saw your reaction to the woman suicide bomber in Chesnia.
You knocked some things off of your desk in rage ( a Martial Arts move that I amproud to say I can still do at age 69 ).
Now if you reacted that way to just a few dozen innocent deaths and injuries I very much doubt you could handle the death toll of just one of our nuclear hits.
If you were responsible for a preemptive strike and we were only able to return one bomb yes you would win but at the cost of millions of Russian lives. I think you could not live with that on your Soul and would commit suicide.
So my Doom's Day device is just perhaps 10 warheads to guarantee certainty of that one hit. I will not say how they would be delivered for I do not have enough knowledge of Trident and I can think of other means.
Now just 10 warheads would be a guaranteed loss for the USA if we used the Doom's Day device alone, so it's existence would not increase the threat to you.
For you to attack would be like a lion killing a bison but getting a non-fatal gore from the bison's horns..
Now the trick is that the target cities and / or military bases surrounded by civilians would be changing regularly so you would not know which would be attacked after America is dead.
The CIA often hires foreign citizens able to infiltrate without suspicion but in this case it would be in your interest NOT to interfere with those CIA operatives even if you found out who they were. You would not wish to interfere with their communication to our submarines or other delivery means.
Why?
These would be your own LOYAL citizens.
They would live remote from any valuable targets but close enough to see a long flash of light on the horizon. Perhaps the would have a compass to determine direction and be able to monitor more than one target.
Their sole purpose would be to report the light and after 3 strikes were reported the attacks by us would STOP.
In other words these people hired by the CIA would save Russia from the other 7 warheads.
Perhaps 6 months after some surviving US Navy SEALS would observe whether targets reported as hit truly were and if not it would be very unpleasant for the CIA hired people.

Why?
America needs to build a defense against Iranian missiles before they come to exist.
My planned defense would NOT violate the SALT or Defensive Missile Treaty because the weapons could not reach your ICBMs if located 100 kilometers inside your huge country.
We would need small bases on your land with just enough armed troops to slow a grab at our high technology long enough for it to be axed beyond being useful for reverse engineering.
Now I can talk about Stinger air-to-air missiles because I know one got caught in the engine of an old Mig over Vietnam but did not touch the turbine to cause detonation so you have long ago reverse engineered the Stinger.
Now being vulnerable on your land the technology problem could be lessened by having you build or supply the small but fast solid rockets needed. We can also use your radar (with access somehow locked so only your technicians could repair it) So the ONLY thing we need keep SECRET is the missile guidance system.
Unfortunately we could not just attach the Stinger guidance to the bigger solid rocket. It would guide the rocket to the HEAT or the Iranian missile and the small explosion of a small chemical warhead (it must be light and fast) would be just a hiccup in the exhaust of the Iranian missile, maybe leaving a few pieces of metal in the solid fuel until it burned away.
That if why radar guidance MUST be used and why we have the technology problems. Otherwise we would need no armed troops at all to protect our secrets.
The radar guidance would direct our missile to the center of the Iranian rocket and I doubt any warhead is needed because the impact would put a big hole in the thin skin. Once the solid fuel burned to that hole it would thrust out the side causing the Iranian missile to tumble maybe with enough force to cause the nuclear warhead to break off.
Finally we are NOT trying to hit a tiny warhead as we are forbidden to do by treaty. We are trying to rapidly intercept the Iranian missile in launch phase before it gains more speed than our defense missile or reaches space and suborbital speed to release the warhead to drift to target.
A solid rocket is like any other solid rocket concerning it's speed and the weight of the warhead. so we can guess the performance of the Iranian rocket if we know the mass of their warhead. However I cannot calculate how close to the launch point our defense must be to reach and over-take the rocket.
There is also the question of whether Iran could build a warhead that would not detonate by chance when it hit the ground inside Iran or worse on your land or in Greece or one of our friends.
The same defense would be placed in Arab lands, probably Kuwait since they still like us for driving out Hussain's army. This is necessary because rockets aimed to deny us oil would be launched southward out of Iran.
